R602--Updated Medical courier-delivery services of medication to residential and treatment facility(s)

The Department of Veterans Affairs (VA) is seeking a qualified courier company to provide secure, reliable, and compliant delivery of methadone and other opioid‑treatment medications from VA‑designated pharmacy sites to approved residential treatment facilities, Opioid Treatment Programs (OTP) and Mental Health Residential Rehabilitation Treatment Programs (MH RRTP) supporting the VA San Francisco Health Care System. The contractor must manage chain‑of‑custody documentation, meet strict on‑time delivery windows (≥ 98 % monthly), maintain security and confidentiality of controlled substances, and submit regular performance reports. The contract includes a base year (12/11/2026‑12/10/2027) with four one‑year option periods, totaling up to five years of service. Small‑business set‑aside (SDVOSB, HUBZone, WOSB, etc.) is indicated. • Deliver methadone and other opioid‑treatment meds from VA pharmacies to designated facilities in the San Francisco area. • Provide 6 AM‑6 PM daily service (7 days/week) with after‑hours emergency deliveries as needed. • Maintain secure, locked, tamper‑evident transport containers and complete background checks for all personnel. • Record and retain chain‑of‑custody logs for a minimum of three years; report incidents within 24 hours. • Submit monthly invoices electronically via VA’s e‑Invoice system; provide weekly delivery logs and monthly KPI dashboards. • Required insurance minimum $1,000,000, bonding, driver licensing, and vehicle registration in California.
