Description
The National Oceanic and Atmospheric Administration (NOAA) is seeking a contractor to provide Environmental DNA (eDNA) sample extraction, library preparation, high‑throughput sequencing, and bioinformatic analysis services for a one‑year period (09/30/2026 – 09/29/2027). The effort includes processing of water samples, generating raw demultiplexed Illumina (preferred) or PacBio data, delivering taxonomic assignment tables, and supplying a detailed project plan post‑award. The contract emphasizes a minimum read depth of 100,000 reads per sample per assay/marker and prefers that contractors run a standard bioinformatic pipeline to produce quality‑controlled results, though raw data alone is not sufficient. Deliverables include extraction protocols, assay details, QC thresholds, bioinformatic pipeline description, and turnaround time metrics. The solicitation allows a 10‑page technical proposal (excluding front‑matter) and requires acknowledgment of this amendment. • Scope: eDNA extraction, library prep, sequencing (Illumina preferred), bioinformatics, taxonomic assignment tables. • Performance period: 12 months, ending 09/29/2027. • Required read depth: 100,000 reads per sample per assay. • Preferred bioinformatic pipelines: DADA2, MMARINeDNA, custom; reference databases NCBI nt or curated MIDORI. • Deliverables: raw data, ASV tables with taxonomic assignments, blast hit tables, Project Plan (post‑award). • Submission: Acknowledgment of amendment required; technical proposal limited to 10 pages (front‑matter excluded).
