CORNERSTONE LEARNING MIGRATION SERVICES

The State of South Carolina Department of Revenue is seeking a qualified vendor to migrate its Learning Management System from SumTotal to Cornerstone Galaxy, a FedRAMP‑authorized environment. The work includes data‑migration (ETL), system configuration, SSO integration, DKIM setup, marketplace integration, and post‑go‑live support, all under strict security and compliance standards (FedRAMP, NIST‑800‑53 Moderate, IRS Pub 1075, etc.). The contractor must be a Cornerstone Certified Implementation Partner with extensive SumTotal‑to‑Cornerstone migration experience and must comply with all data‑handling, on‑shore, and privacy requirements. The contract is a fixed‑price, one‑year effort with a target go‑live date of 26 Feb 2027. • Scope: Full LMS migration, configuration, security hardening, and two‑week hyper‑care support after go‑live. • Requirements: Minimum 10 prior SumTotal→Cornerstone migrations (or 5 NovaBridge migrations), FedRAMP (SL4) access, U.S.‑based personnel, and South Carolina vendor registration. • Deliverables: Project plan, data mapping, migration scripts, SSO & DKIM setup, documentation, training, weekly progress reports, and final acceptance sign‑off.
