Non-exclusive Police Towing Franchise Agreement

The City of Pasadena is soliciting applications for non‑exclusive franchises to provide 24/7 police‑directed vehicle towing, impound, and secure storage services within the city limits. Applicants must demonstrate at least three years of towing experience, possess a fleet of well‑maintained tow trucks, maintain a secure impound lot of at least 20,000 sq ft within four miles of the city, and be able to respond to service requests within 20 minutes. The franchise fee is paid quarterly, and the contract will be awarded to the qualified provider(s) that meet all technical, insurance, and licensing requirements and pass the City’s evaluation criteria.
