eMoto Policy Planning – Development of Policy Recommendations for Electric‑Mobility Devices on Multi‑Use Trails

MAPA is requesting a qualified consulting team to develop policy recommendations for the use of electric‑mobility devices (e‑motos) on multi‑use trails across the Omaha‑Council Bluffs metropolitan area. The scope includes data collection on current trail usage, analysis of state and local statutes, extensive stakeholder engagement, creation of best‑practice policy toolkits, and delivery of a comprehensive final report with GIS layers and template ordinances. The consultant must manage the project, produce monthly progress reports, and coordinate with multiple jurisdictions and the Papio‑NRD. • Conduct trail‑use data collection, policy and legal review, and stakeholder outreach (focus groups, surveys, website). • Produce a best‑practice policy “toolbox” with sample ordinances and recommendations on age, speed, licensing, or possible removal of e‑motos. • Deliver a final report, GIS geodatabase, and presentation materials for local officials, within a nine‑month reporting window.
