Description

The Department of the Army is seeking input from industry to inform the development of a Request for Proposals (RFP) for the leasing of non-excess DA land for mineral processing facilities. The goal is to identify ideal candidate parcels for long-term leases and to understand industry perspectives on site selection criteria, solicitation and lease options, and project feasibility. Respondents are asked to provide information on their experience, site selection criteria, and project feasibility, as well as any other relevant information. • The DA is looking for input on the feasibility of developing and operating a mineral processing facility on DA land. • The DA is seeking information on industry perspectives on site selection criteria, including optimal site conditions, power requirements, and transportation access. • The DA is interested in understanding the potential environmental impacts of mineral processing facilities, including air and water quality, solid waste, and hazardous materials. • The DA is seeking input on the ideal timelines, objectives, and milestones for a project. • The DA is asking respondents to identify any potential risks or barriers to success and to suggest ways that the government can mitigate these risks.

Budget estimate

$1,000,000 – $100,000,000

The budget for this opportunity is likely to be in the form of lease payments, which could be substantial depending on the size and location of the leased land. The fair market value of the lease interest will be determined by the DA, and it is likely that the lease payments will be in the millions of dollars per year. The total budget over the life of the lease could be tens or even hundreds of millions of dollars, depending on the length of the lease and the terms of the agreement. The budget may also include additional payments for things like environmental remediation, infrastructure development, and other costs associated with the mineral processing facility. Overall, the budget for this opportunity has the potential to be very significant, but it will depend on a variety of factors, including the size and location of the leased land, the terms of the lease, and the costs associated with the mineral processing facility.
