The Portsmouth Naval Shipyard intends to sole source the requirement for the re-installation and testing of CO2 Scrubbers and CO-H2 Burners. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The original equipment manufacturer, CEPEDA Associates, owns the proprietary data required to perform this work. The contract will be a firm-fixed price contract, and the independent government estimate for this requirement is $655,200.00.
