Description
The City of Cortez is soliciting a qualified consulting firm to conduct a comprehensive water rate analysis, cost‑of‑service study, and affordability study aligned with its newly adopted Water System Master Plan. The contractor will evaluate current water usage, revenue requirements, cost structures, and customer affordability, then develop recommendations for rate structures and implementation strategies. Deliverables include a detailed analytical report, supporting data sets, and presentation to city officials.
