Budget estimate

$35,000,000 – $60,000,000

Based on typical PEPM rates for large public‑sector EAPs (approximately $4‑$6 per employee per month) and an estimated eligible employee base of 150,000–200,000 across South Carolina agencies, annual contract values would range from $7 million to $12 million. Over the maximum five‑year term (including optional renewals) the total budget could be roughly $35 million to $60 million. Factors influencing the range include the final tiered pricing, number of participating UGUs, any optional service hours, and the 1.25 % administrative fee.
