NON-CONGREGATE SHELTER DEVELOPMENT PROGRAM (NCS)

The City of Bridgeport is seeking proposals for the Non-Congregate Shelter Development Program (NCS) to develop non-congregate shelters through acquisition, rehabilitation, or new construction of units. The program aims to provide temporary shelter to individuals experiencing homelessness. The City has allocated $2,250,000 for this program, and the funds must be spent within two years of the effective grant date. The program is a cost reimbursement loan, and eligible organizations can submit funding proposals to construct, rehabilitate, and/or acquire structures for the purposes of providing temporary shelter. Key aspects of the program include: • The program is funded by the HOME-American Rescue Plan Program (HOME-ARP) and is subject to the requirements established by the U.S. Department of Housing and Urban Development (HUD). • The program aims to promote an expansion of homeless services in a non-congregate setting. • The City is responsible for the distribution of $4,671,199 in ARP funds, with $2,250,000 allocated for the Non-Congregate Shelter Housing program. • Eligible organizations can submit proposals to develop non-congregate shelters, and the City will select qualified Development Teams and Homeless Services Providers through a competitive funding round.
