The City of Rapid City is seeking a qualified consultant to prepare a Comprehensive Downtown Railroad Safety Solutions Corridor Study. The study will include an updated feasibility study, environmental review, benefit-cost analysis, right-of-way survey, preliminary engineering design, and public engagement. The project aims to improve safety and minimize the impacts of train movements at multiple at-grade highway-rail crossings in the downtown area. The consultant will be responsible for performing six tasks: project administration and management, comprehensive downtown railroad safety solutions corridor study, stakeholder and public engagement, environmental review, preliminary engineering, and benefit-cost analysis. • The consultant will work with the City of Rapid City and affected railroad owners, operators, and funding partners to facilitate the coordination of all activities necessary for implementation of the project. • The consultant will prepare a Project Management Plan, a Stakeholder and Public Engagement Plan, and a comprehensive report compiling relevant outreach to, and input received from stakeholders and the public. • The consultant will complete FRA-approved environmental clearance documentation and evaluate the project's impact using qualified environmental professionals. • The consultant will submit a Preliminary Engineering Package to FRA for review and approval and complete a comprehensive economic evaluation of the proposed corridor improvements.
