RFP-Technical Compliance Consultant for Broadband Infrastructure Deployment Projects-Addendum 1

Rhode Island Commerce Corporation seeks a qualified consulting firm to lead and manage technical compliance for broadband‑infrastructure projects funded by the Federal Capital Projects Funds (CPF) and the NTIA Broadband Equity, Access, and Deployment (BEAD) program. The consultant will develop a compliance framework, review designs and construction plans, prepare required documentation, and serve as the primary liaison for all technical compliance matters throughout the project lifecycle. This effort supports the state’s broadband expansion goals and ensures adherence to federal standards. • Develop and manage a technical compliance framework for CPF and BEAD‑funded broadband projects. • Review project designs, construction plans, and deliverables for compliance with federal guidelines. • Prepare and submit compliance reports, certifications, and other required documentation. • Coordinate with RI Commerce, state agencies, and federal program administrators as the principal contact for technical compliance issues. • Provide training and guidance to project teams to maintain ongoing compliance.
