The State of California’s Department of Human Resources is seeking a qualified provider to deliver statewide Substance Abuse Professional (SAP) services for state agency employees who test positive for drugs or alcohol. The contractor will perform initial and follow‑up evaluations, issue written reports, provide expert testimony, and submit monthly summary and billing reports. Services must be available throughout California, comply with 49 CFR Part 40, and meet stringent confidentiality and security requirements. • Initial SAP evaluation within 72 hours of request, determination of treatment need, and written employer report. • Follow‑up SAP evaluation prior to employee return‑to‑work, plus optional early‑return assessment. • Hourly consultation and expert testimony (including travel & per‑diem) for appeals or court hearings. • Secure electronic or first‑class‑mail delivery of reports, monthly summary of charges, and compliance with privacy, data‑security, and record‑keeping standards.
