BPA - Boxes and Packaging PSC 8115, 8135

The Naval Surface Warfare Center Indian Head Division is seeking to establish Blanket Purchase Agreements with companies that provide standard commercial supplies and services at competitive prices in Classification PSC/FSC Code 8115, NAICS 321920, Boxes, Cartons, and Crates, and PSC/FSC Code 8135, NAICS 321920, Packaging & Packing Bulk Materials. Interested companies must provide documentation addressing their capabilities and expertise, a complete price list, and at least three past performance references. The Government will evaluate past performance based on customer satisfaction, timeliness, technical success, program management, and quality. • The BPA will be awarded on the basis of positive past performance. • The Government reserves the right to use additional references if available. • The BPA will be issued on a 6-month rotation through June 2029. • The Simplified Acquisition Threshold will not be exceeded. • The contractor must have an active account in the Procurement Integrated Enterprise Environment (PIEE) and the System for Award Management (SAM). • The contractor must provide a cover sheet with the official company name, cage code, and point of contact. • The Government intends to issue Master BPAs to vendors who are found to have technical and past performance merit.
