Description

The Arkansas Department of Parks, Heritage, and Tourism is seeking proposals from qualified businesses to operate a concession at the Pinnacle Mountain State Park Visitor Center. The concession space (located at 9600 Hwy 300, Roland, AR 72135) may be used for retail sales, food and beverage service, or other visitor‑oriented amenities. The selected concessionaire will lease the space and remit a negotiated percentage of gross sales (excluding tax and tips) to the state. Hours of operation are negotiable, and the lease term will be defined in the award agreement. Interested firms must obtain the full proposal package by contacting the State Parks office and must submit their proposals by 4 PM on April 17, 2026. • Provide retail, food‑service, or related visitor‑experience amenities at the park’s visitor center. • Lease arrangement with revenue‑share model (percentage of gross sales). • Negotiable operating hours; contract length to be defined in the concession lease. • Submission deadline: April 17, 2026 4 PM; proposals obtained by contacting Sharon Allen. • Opportunity may remain open beyond the initial deadline if qualified applicants are not received.

Budget estimate

$100,000 – $500,000

The contract is based on a percentage of gross sales, so revenue is variable. Assuming a modest visitor volume and average per‑visitor spend of $10–$20, annual sales could range from $500,000 to $2,500,000. With a typical state‑park concession revenue‑share of 10%–20%, the concessionaire’s net earnings might fall between $50,000 and $500,000 per year after operating costs. Therefore, a reasonable budget estimate is roughly $100k–$500k annually, depending on traffic and sales performance.
