City of Eagle Request for Proposal - Fiber Broadband Open Access Network

The City of Eagle, Idaho is requesting proposals from qualified contractors, vendors, and/or Internet Service Providers to design, build, and maintain a Fiber Broadband Open Access Network. The network should provide high-speed internet access to single-family and multi-family residences, businesses, and Community Anchor Institutions within the city. The selected respondent will be responsible for the day-to-day network operations, maintenance, sales, and support systems. Key aspects of the proposal include: • Network design and construction • Ongoing maintenance and operation • Marketing and retail sales of symmetrical gigabit fiber-to-the-premises services • Customer services, billing, and network operations center support • Technical field work, subscriber calls for service, and network repairs The City seeks a turn-key solution and requires the respondent to demonstrate experience and ability to perform all the required roles. The proposal should include information on the location and types of physical infrastructure, network design, system monitoring tools, and cybersecurity risk management plan.
