Description

The Quantum Leap Challenge Institutes (QLCI) program funds large‑scale, interdisciplinary research centers that address frontier challenges in quantum information science and technology (QIST). Institutes must integrate multiple institutions and disciplines to pursue breakthroughs in quantum computation, communication, simulation, and sensing, while also delivering education, training, and workforce development. The program supports both continuation of existing institutes and creation of new ones, with an emphasis on partnerships, industry engagement, outreach, and international collaboration. Funding is provided via cooperative agreements, with an estimated total award pool of $300 million, individual awards ranging from $10 million to $45 million, and up to ten institutes expected. • Supports interdisciplinary, multi‑institution quantum research and education centers. • Focus areas: quantum computing, communication, simulation, sensing. • Requires strong coordination, industry and international partnerships, and workforce development. • Funding mechanism: Cooperative Agreement (CFDA 47.041, 47.049, etc.). • Estimated award size: $10 M – $45 M per institute; total program ceiling $300 M. • Open to U.S. accredited higher‑education institutions (including community colleges). • Proposals were to be submitted to NSF’s Office of Strategic Initiatives (OSI) in MPS.

Budget estimate

$10,000,000 – $45,000,000

The solicitation lists an estimated total funding of $300 million for up to ten institutes, with individual award amounts ranging from $10 million (award floor) to $45 million (award ceiling). Assuming a typical award falls near the midpoint, a realistic budget per institute would be roughly $20‑30 million, depending on the scope and scale of the proposed institute. Factors influencing the final amount include the number of partner institutions, the breadth of research and education activities, and the level of industry or infrastructure commitments.
