Management, Operation, and Maintenance of Rail‑Station Commuter Parking Facilities

This solicitation seeks a qualified firm to provide comprehensive management, operation, and maintenance services for NJ Transit’s commuter‑parking facilities at rail stations across New Jersey. The contractor will be responsible for all aspects of daily parking‑lot administration, revenue collection, enforcement, staffing, custodial and general maintenance, landscaping, snow and ice removal, utilities management, and reporting, while meeting NJ Transit’s SBE/DVOB goals and strict ethical, EEO, and compliance requirements. The work is organized into up to four geographic “facility groups,” each of which may be awarded separately or together, under a five‑year base contract with two optional one‑year extensions. • Manage permit programs, daily fee collection, and cash handling for each parking facility. • Perform routine and emergency maintenance—including landscaping, snow removal, lighting, and general repairs—according to NJ Transit’s standards. • Provide detailed monthly and quarterly reporting on revenue, vehicle volume, expenses, and compliance; maintain internal audit processes and meet all SBE/DVOB documentation requirements.
