The North Dakota Department of Water Resources is seeking one or more vendors to provide on‑demand recruitment services for specialized professional positions. The contract will be structured as a base two‑year firm‑fixed‑price agreement with optional one‑year renewals and a possible twelve‑month extension. Work will be performed on a work‑order basis throughout the state, with each work order defining the specific search, rates, and deliverables. Vendors must demonstrate at least three prior recruitments for senior‑level engineering or water‑resource/regulatory roles and provide three client reference letters. An optional employment‑guarantee clause may be offered. • Two contract categories: Engineering Professionals and Water‑Resource & Regulatory Professionals. • Required deliverables include job analysis, candidate sourcing, screening, interview coordination, compensation negotiation, and relocation assistance. • Pricing may be submitted as a flat fee, percentage of the hired salary, or hourly rate (benchmark 200 hrs), plus any listed ancillary expenses. • Contract term: 2 years with up to three one‑year extensions and an optional 12‑month extension; hold‑firm period ≥ 60 days. • Evaluation: 80 pts technical (scope, experience) + 20 pts cost (lowest total wins).
