Engineering Services for Carlton Water Treatment Plant Backup Power Improvements

The County of Sarasota is seeking a qualified engineering firm to provide full‑service professional engineering for the Carlton Water Treatment Plant Backup Power Improvements Project. The scope includes design of new permanent emergency generators, removal of existing units, installation of switchgear, ATCs, fuel tanks, PLCs, and integration with the County’s SCADA system, plus permitting, regulatory coordination, bid‑phase support, construction‑phase engineering, and grant administration assistance for HUD CDBG‑DR funding. The consultant must be a Florida‑registered engineering firm with at least one licensed Professional Engineer, and must demonstrate experience in utilities, electrical, instrumentation, and control systems. • Design, specification, and engineering calculations for new backup generators (≈2 MW total) and associated power infrastructure. • Removal of existing generators and installation of new equipment, including switchgear, ATCs, fuel storage, and PLC controls. • Integration of the new power system with the County’s SCADA and other plant control systems. • Preparation of permitting packages and coordination with local, state, and federal agencies. • Support during bid advertising, evaluation, and award phases; act as Engineer of Record during construction. • Grant administration assistance for HUD CDBG‑DR funding, with final expenditure deadline June 30 2031. • Required insurance coverage (workers’ comp, commercial general liability, professional liability, business auto) and compliance with Florida statutes.
