Presolicitation Notice – Sole-Source Requirement for SNC Precision Approach Radar (PAR) AN/SPN-35E Landing System Upgrade Program (LSUP) Basic Ordering Agreement (BOA) Task Order (TO).

The Naval Air Warfare Center Aircraft Division (NAWCAD) is issuing a sole‑source task order under a Basic Ordering Agreement to upgrade the AN/SPN‑35E Precision Approach Radar system. The work spans a five‑year period and requires comprehensive engineering and logistics support, including project management, systems, hardware and software engineering, integration and testing, engineering development modules, qualification testing, and logistics. All effort will be performed at the contractor’s site, and the contract will be a Cost‑Plus‑Fixed‑Fee (CPFF) arrangement. • Scope covers full‑life‑cycle engineering services for the PAR LSUP upgrade (project management, systems, hardware, software, test, logistics). • Performance period: May 2027 through May 2032 (5 years). • Sole‑source vendor is Sierra Nevada Corporation (OEM of the AN/SPN‑35E). • Capability statements must be submitted by 12 Nov 2026, 3 PM EST.
