Methodist Children's Homes of Mississippi (MCH) is seeking a qualified firm or individual to serve as the grant administrator for its Community Development Block Grant‑Coronavirus (CDBG‑CV) portfolio. The contractor will act as a technical advisor and compliance partner, handling program‑management, federal procurement support, Davis‑Bacon labor‑standards compliance, Section 3 outreach, financial management, reporting, and close‑out for four grant projects totaling approximately $3.38 million. The work includes developing workplans, preparing procurement documents, reviewing certified payrolls, tracking budgets, preparing progress reports, and ensuring adherence to HUD, federal, and state regulations. Proposals must include a fee structure (hourly rates with a not‑to‑exceed amount), staffing plan, relevant experience, and required certifications.
