Indianapolis-Marion County Long-Range Transportation Plan

The City of Indianapolis and Marion County is seeking qualified consulting firms to develop the 2028 “Moving Indy Forward” Long‑Range Transportation Plan (LRTP) and associated Thoroughfare Plan, Capital Improvement Program (CIP) for 2027‑2037, and illustrative projects through 2042. The effort includes extensive data analysis, public and stakeholder engagement, policy review, context‑classification mapping, and creation of online tools and dashboards. Deliverables encompass a full LRTP document, a thoroughfare typology framework, a 10‑year CIP, engagement reports, and supporting visualizations. The work begins January 2027 and will require coordination with DPW, DMD, and multiple external partners. • Develop a data‑driven, resident‑responsive transportation plan covering 2028‑2042. • Conduct public surveys, town‑hall meetings, and focus‑group sessions to mitigate “plan fatigue.” • Produce a new Thoroughfare Plan using context‑classification analysis. • Create a financially constrained 2027‑2037 Capital Improvement Program and illustrative project list (2038‑2042). • Deliver online engagement dashboards, story maps, and prioritization tools for DPW staff. • Provide comprehensive policy, safety, health‑justice, and freight analyses. • Coordinate with DPW, DMD, INDOT, IndyGo, MPO and community partners throughout.
