2026 Transit Development Plan Request for Proposals

The Bismarck-Mandan Metropolitan Planning Organization (MPO) is seeking a consultant to develop a 2026 Transit Development Plan. The plan will evaluate and build upon previous Transit Development Plans, provide additional guidance where improvement is needed, and provide recommendations for improving transit operations in a financially constrained manner. The consultant will be expected to work with a Steering Committee, provide monthly progress reports, and make presentations to the Bis-Man Transit Board, city commissions, and MPO boards. The study area includes the cities of Bismarck, Mandan, and Lincoln, and the metropolitan portions of Burleigh and Morton County. The project has a not-to-exceed budget of $180,000. • Key tasks include: • Identifying the long-term vision for transit in the community • Evaluating the effectiveness of the current fixed-route system • Providing recommendations for facility and service improvements • Developing a public involvement plan • Preparing a draft and final report • Making presentations to the Bis-Man Transit Board, city commissions, and MPO boards
