Description

NoaNet is seeking contractors to provide unit‑priced, indefinite‑quantity services for the construction, extension, and emergency restoration of fiber‑optic outside‑plant (OSP) networks and associated service‑drop installations across Washington State. Bidders may submit pricing for one, two, or all three geographic regions (Eastern, South Central, Southwest) and will be awarded on a lowest‑responsible‑bidder basis per category/region. The contract is a three‑year initial term with an optional one‑year extension, and each individual task order is limited to $120,000. • Scope includes underground trenching, conduit placement, directional boring, aerial pole work, splicing, OTDR testing, and MPOE installations. • Emergency restoration requires rapid mobilization (1‑hour) and a 4‑hour target for service restoration, with mandatory post‑restoration documentation. • Contractors must comply with Washington prevailing‑wage rules, provide performance/payment bonds (100 % of first‑year estimate), maintain specified insurance limits, and submit weekly certified payroll electronically.

Budget estimate

$250,000 – $500,000

The solicitation caps each individual task order at $120,000 and anticipates multiple orders over a three‑year base period. Assuming an average of 5‑8 task orders per year, total contract revenue could range from roughly $250,000 to $500,000 over the life of the contract. This estimate accounts for regional pricing variations, the mix of high‑value emergency restorations versus routine line extensions, and the requirement for performance bonds and insurance that typically reflect larger contract values.
