Request for Proposals for Trustees and Loan Services

The Ohio Air Quality Development Authority is seeking qualified, accredited, and insured financial institutions to serve as Trustees and Loan Servicers to receive, track, account, disburse, collect, and report federal funds on behalf of the Authority. The scope of services includes trustee services, loan servicer services, and loan loss reserve fund duties. The selected institutions will work closely with the Authority's legal counsels, program technology providers, financial advisors, and other professional service professionals. The Authority intends to leverage and scale the original loan portfolio to meet the financial needs of targeted sectors. • The Authority's vision is to position Ohio as a leader in harmonizing a strong economy and a healthy environment. • The Authority's mission is to improve air quality by supporting businesses, creating jobs, and improving communities while enhancing the health and safety of all Ohioans. • The Authority has several programs, including the Clean Air Improvement Program and Small Business Assistance Program. • The Authority is seeking institutions with experience partnering with the State of Ohio, its agencies, and departments, and other political subdivisions. • The Authority requires institutions to have knowledge of federal and state loan program requirements and experience servicing revolving loan funds. • The Authority will select institutions based on their ability to fulfill the scope of work, experience, qualifications, cost, and organizational history.
