Description

The Northwest Arctic Borough is seeking an EPC contractor to deliver a community‑scale solar‑battery micro‑grid at Selawik, Alaska. The contractor will install a 703 kW DC ground‑mounted solar array (using pre‑delivered Silfab 530 W bifacial modules), design and install a ≥ 1 MW / ≥ 1 MWh Battery Energy Storage System with grid‑forming inverter, integrate a micro‑grid controller compatible with AVEC’s ComAp Intelineo 6000, provide all necessary communications, HVAC, fencing, permitting, commissioning, training, and a one‑year workmanship warranty. The work must comply with Build America, Buy America (BABA) and Davis‑Bacon prevailing‑wage requirements, and meet NEC, NFPA, and UL standards. The contract period runs from 23 Dec 2025 to 31 Dec 2026, with a firm‑fixed‑price budget to be submitted by 5 Dec 2025. • EPC scope includes foundations, racking, module mounting, BESS installation, inverter, BMS, HVAC, fire‑safety, and perimeter fencing. • Contractor must conduct Factory Acceptance Testing (FAT) in summer 2026 and Site Acceptance Testing (SAT) in fall 2026, followed by a 60‑day operational test. • All equipment (except the solar modules) must be BABA‑compliant or covered by an approved waiver; the SMA inverter is pending a waiver. • Deliverables include as‑built drawings, O&M manual, spare‑parts kit, on‑site operator training, and a 1‑year comprehensive workmanship warranty.

Budget estimate

$3,500,000 – $6,500,000

The solicitation does not disclose a total contract value. Typical EPC costs for a 700 kW solar PV system in remote Alaska range from $1.2‑$1.8 M, while a 1 MW/1 MWh battery system adds roughly $2.0‑$3.0 M. Adding integration, control, testing, and warranty support brings the total contract estimate to about $4‑6 M. Assuming the contractor’s profit margin of 10‑15 %, the client could earn between $4 M and $6 M over the 13‑month performance period.
