Description

The South Dakota Department of Public Safety, through its Office of Highway Safety (OHS), requests proposals to conduct an observational survey of seat belt use in South Dakota that complies with the National Highway Traffic Safety Administration’s (NHTSA) Uniform Criteria for State Observational Surveys of Seat Belt Use (Uniform Criteria). The survey will be conducted annually from 2027 to 2031. The contractor will be responsible for determining observation sites, defining the observational procedure, preparing observational assignments, communicating with the South Dakota entity contracted to complete the field observation portion of the seat belt survey, training observers, collecting data, and producing estimates of seat belt use. • The contractor must have experience in conducting NHTSA-approved seat belt observational surveys, analyzing data, generating NHTSA-approved state safety belt rates, and producing reports. • The contractor must provide a detailed work plan, including a statement of goals and tasks, and a description of the deliverables to be provided. • The contractor must have a qualified survey statistician who meets the requirements of §1340.8(c) of the Uniform Criteria. • The contractor must comply with all federal, state, and local laws, regulations, ordinances, guidelines, permits, and requirements applicable to providing services pursuant to this agreement.

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is not explicitly stated in the document. However, based on the scope of work and the requirements for the contractor, it is likely that the budget will be in the range of $500,000 to $2,000,000. This estimate is based on the fact that the contractor will be responsible for conducting annual surveys over a period of five years, and will need to have a team of observers, trainers, and analysts to complete the work. The budget will likely be influenced by factors such as the number of observation sites, the number of observers and trainers needed, and the complexity of the data analysis.
