City of Raleigh Fuel Delivery and Related Services

The City of Raleigh is seeking one or more qualified firms to provide comprehensive fuel delivery services (gasoline, diesel, DEF, alternative fuels) along with related support such as fuel monitoring, above‑ and below‑ground storage solutions, fleet‑management technologies, electric‑vehicle supply equipment, and ongoing fleet‑management services. The contract will cover the supply, delivery, installation, and maintenance of equipment and software needed to support the City’s growing vehicle fleet and its sustainability goals. Proposers must submit detailed technical and financial proposals, demonstrate prior experience with similar municipal fuel programs, and be prepared for possible interviews or demonstrations. Evaluation will consider corporate background, financial stability, project understanding, approach, team experience, and cost. The award is tentatively scheduled for early October 2026, with service delivery to begin shortly thereafter. • Deliver gasoline, diesel, DEF, and alternative fuels via tanker trucks to City facilities. • Provide fuel inventory monitoring and mobile fueling capabilities. • Supply and install above‑ground and underground fuel storage tanks (500–20,000 gal) with associated hardware and software. • Offer fleet‑management hardware/software solutions and EV charging equipment. • Perform ongoing fleet‑management services, including data analytics and vehicle sanitization. • Required documentation: corporate background, financial statements, project approach, staffing plan, cost breakdown, and references.
