STAFF BY CONTRACT FOR A PERFORMANCE BASED REGULATION CONSULTING

The State of Hawaii Public Utilities Commission is seeking a consultant to provide staff by contract to assist in reviewing Performance Based Regulation. The consultant will be responsible for reviewing various reports, providing support for pending and future applications, and assisting in the development of information requests. The contract is expected to last 36 months, with an option for a 12-month extension. The budget for the contract is $150,000, including all applicable taxes. Key responsibilities include: • Review of the Spring and Fall Revenue Reports • PBR Comprehensive Review • Review of Target Revenue Rebasing Requests / Rate Cases • Review of Future Cost Recovery Requests • General Review • Staff Training The ideal candidate will have at least 10 years of experience in utility regulation or utility accounting, including applicable experience with utility rate cases and PBR.
