Temporary Staffing Services

Whatcom Transportation Authority (WTA) is seeking a qualified staffing firm to provide on‑demand temporary personnel across multiple classifications—including clerical/administrative, finance & accounting, facilities & grounds maintenance, fleet servicing & fueling, and IT—on a 3‑year initial term with an optional three‑year renewal. WTA supplies the hourly wage rates; the contractor must submit a fully‑burdened markup proposal covering payroll, taxes, benefits, insurance, overhead, and profit. Proposals are evaluated on technical capability (ability to meet response‑time, replacement, and performance‑monitoring requirements) and cost (lowest average markup). The contract requires comprehensive insurance coverage, compliance with Washington labor and safety regulations, and a 90‑day probationary period after award.
