On-Call Combination Sewer Vacuum (Vactor) Truck Services

Dorchester County is seeking bids from qualified contractors to provide on-call combination sewer vacuum (vactor) truck services. The services will be provided on an as-needed basis for scheduled maintenance, emergency response, equipment failures, sewer system repairs, wastewater treatment operations, lift station maintenance, and other utility-related activities. The contractor will be required to furnish all labor, equipment, supervision, transportation, fuel, tools, materials, and incidentals necessary to perform the requested services. The contract will be for a term of one year with up to four additional one-year terms. Some key services that may be required include: • Sanitary Sewer Cleaning: high-pressure jet cleaning of gravity sewer mains, removal of roots, grease, sediment, debris, and blockages, cleaning of sanitary sewer manholes, and removal of accumulated material. • Lift Station Maintenance: cleaning wet wells, removal of sludge, grease, grit, sediment, and debris, pump station cleaning, and emergency wet well pump downs. • Pump and Haul Operations: pumping and transporting wastewater, sludge, septage, and other approved materials, temporary pump-and-haul operations during equipment failures, and wastewater collection system bypass support. • Emergency Utility Response: services may be required in response to force main failures, sewer overflows, lift station failures, wastewater treatment plant incidents, environmental cleanup, utility repairs, and other emergency wastewater collection system events. • Combination Sewer Vacuum Services: provide combination sewer vacuum truck services utilizing high-pressure water jetting and vacuum systems capable of cleaning sanitary sewer infrastructure and removing liquids, sludge, grit, sediment, and debris. • Standby Services: the contractor may be required to provide personnel and equipment on standby during planned construction, emergency repairs, bypass operations, or other operational events.
