R604--Notice of Intent to Sole Source Express Mail Service

The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 16, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of small and domestic package delivery services for the Michael E. DeBakey VA Medical Center, multiple clinics, and Community Based Outpatient Clinics (CBOCs) with FEDERAL EXPRESS CORP. The contract will be for a 12-month base period from October 1, 2025, through September 30, 2026. The contractor shall provide Domestic Delivery Service consisting of all supervision, labor, and material required to provide pick-up and delivery of Small and Domestic Packages, Parcels, and mail for the Department of Veterans Affairs. • The contractor shall follow all applicable Local, State, and Federal guidelines pertaining to performing the Small and Domestic Package Delivery Services. • The contractor shall submit detailed certified invoices via Tungsten no later than the 10th day of the following month. • Daily mail pickup will be required for the Michael E. DeBakey VAMC, and all other locations will need to schedule a pickup date for mail. • The contractor must be registered in the System for Award Management (SAM) to be eligible for award.
