RFQ/IDIQ for Construction Management Services at TSTC

Texas State Technical College (TSTC) is issuing an RFQ/IDIQ to select multiple qualified Construction Management Services (CMS) firms to provide on‑site construction management for capital projects across its statewide campuses. The IDIQ will allow TSTC to award task orders for individual projects (potentially up to $50 M each) as needs arise. Selected firms must manage the full project lifecycle—design coordination, procurement, construction oversight, quality assurance, code compliance, and close‑out—while acting as an independent advisor to the owner, architect, and contractor. Firms will not perform design work or act as the architect/engineer of record. The process consists of a two‑step qualification: submission of statements of qualifications, followed by interviews for the top‑ranked firms. • Scope includes full‑service construction management for new construction, renovation, or expansion projects on TSTC campuses. • Responsibilities: budget and schedule control, coordination with TSTC Project Managers, A/E teams, contractors, and campus departments; preparation of reports, meeting minutes, and status updates; oversight of quality, safety, and code compliance; management of submittals, RFIs, change orders, and close‑out documentation. • Firms must supply qualified staff, technical tools (e.g., project‑management software), and demonstrate experience with CMAR delivery and large‑scale institutional projects. • Qualification criteria weighted heavily on personnel qualifications (35 %), past performance (15 %), and technical tools (15 %). • No self‑performing, subcontracting, or bonding responsibilities allowed.
