The contractor must provide all labor, equipment, herbicides, and related materials to mechanically harvest, chemically treat, and physically manage invasive floating and submerged aquatic plants. Work is intermittent year‑round except for seasonal restrictions in May‑June, and must comply with multiple federal and state environmental permits. Preference points are available for Small Business and Disabled‑Veteran Business Enterprise participation, while the bonding requirement has been waived.

Contract value

$15,000,000

The RFP caps annual spending at $5 million and defines a three‑year base period, giving a base‑period ceiling of $15 million. The solicitation also allows two optional one‑year extensions, potentially raising the ceiling to roughly $25 million. Considering typical overhead, contingency, and the fact that the award will likely not reach the full ceiling in the first year, a reasonable ball‑park estimate is $15–$20 million for the initial three‑year term. I therefore estimate the contract value at $15 million.
