Description
This contract funds a district‑wide Special Education Teacher Certification Assistance Program (TCAP) that provides full tuition and book support to current Philadelphia public‑school teachers pursuing special‑education certification. Holy Family University will administer the accelerated 15‑month certification pathway, coordinate with the Philadelphia Federation of Teachers, and enforce a three‑year service commitment in special‑education positions after certification. The district allocates up to $1 M in operating‑budget funds, with the possibility of two additional one‑year extensions of $500 K each. The program launches on 1 Apr 2026, with the first cohort beginning in May 2026 and projected certification by August 2027.
