Description
The 2018 RFP solicited providers to operate three separate five‑bed residential crisis‑stabilization and assessment programs for youth ages 11‑15 with intellectual and developmental disabilities. The New Jersey Department of Children and Families (DCF) awarded the contracts to two vendors: SERV Achievement Centers (covering the Northern and Central regions) and Allies Inc. (covering the Southern region). Each program must deliver short‑term, highly structured, out‑of‑home services, including 24/7 admission capability, comprehensive medical and behavioral assessments, individualized service plans, and family‑centered, trauma‑informed treatment. Funding is based on a per‑youth daily rate of $708, with a total annualized budget of approximately $3.9 million across the three programs, plus allowable start‑up costs up to 5 % of each award. The contract requires strict staffing ratios, barrier‑free facilities, accreditation (Joint Commission, COA, or CARF), Medicaid enrollment, and compliance with New Jersey statutes such as Danielle’s Law and the “No Eject/No Reject” policy.
