Description

Multnomah County is seeking parent educators to provide educational services, materials, and information to people with child custody and parenting time issues before the court. The selected vendors will present a county-developed curriculum, either virtually or in-person, and will be responsible for teaching classes, managing the class environment, and distributing materials. The contract term will generally be two years in length, or the remaining time of the procurement, whichever is shorter. The vendors will be paid at a unit rate, and the contract will be a requirements contract, whereby services are procured based on the county's need and demand. • The contract requires the vendors to have experience teaching educational curriculum to parents undergoing a divorce and/or separation. • The vendors must also have knowledge and/or training about child development, domestic or family violence, conflict resolution or mediation, and Oregon's domestic relations laws and practices. • The contract includes a performance measure, which requires that 90% of the people who attend the parent education course respond that their instructor did an "excellent job" or a "good job" in teaching the course and presenting the information. • The vendors will be evaluated based on their programmatic questions, which account for 75% of the evaluation, and responsible business practice questions, which account for 25% of the evaluation.

Contract value

$500,000

The contract value cannot be determined with certainty, as the contract text does not provide a specific dollar amount. However, based on the contract requirements, it appears that the contract will be a requirements contract, whereby services are procured based on the county's need and demand. The contract term will generally be two years in length, or the remaining time of the procurement, whichever is shorter. The vendors will be paid at a unit rate, which is not specified in the contract text. To estimate the contract value, we can consider the following factors: * The number of vendors that will be awarded the contract (5 vendors) * The contract term (2 years) * The unit rate (unknown) * The number of classes that will be taught (unknown) * The number of participants that will attend the classes (unknown) Based on these factors, a rough estimate of the contract value could be in the range of $100,000 to $500,000 per year, depending on the unit rate and the number of classes and participants. Over the 2-year contract term, the total contract value could be in the range of $200,000 to $1,000,000. However, this is a very rough estimate and should be used with caution, as the actual contract value could be higher or lower, depending on the specific requirements of the contract.
