Description
The Paddle Craft Trail project was a municipal‑initiated construction effort to build a 250‑foot, 6‑foot‑wide kayak and canoe portage trail along the Eastern Channel in Wrangell, Alaska. The City and Borough of Wrangell released an RFP in July 2012, later amended by two addenda that extended the submission deadline, clarified material specifications, and added insurance requirements. The contract required a lump‑sum bid covering all labor, materials, and equipment, with a one‑year unconditional warranty and liquidated damages for late completion. Three firms submitted proposals, with amounts ranging from roughly $10 K to $25 K. The project’s substantial completion was mandated by September 1 2012.
