This contract awards Oregon Business Development Fund (OBDF) loan‑referral services to two regional councils of governments to identify and refer eligible Oregon businesses for state‑backed loan programs. The contractor will market the OBDF program, generate qualified loan referrals, submit referral forms, and act as a liaison between borrowers, lenders, and Business Oregon.
