The City of Daytona Beach is seeking an experienced marina‑management firm to operate, maintain, market, and enhance Halifax Harbor Marina – a 550‑slip public marina on the Intracoastal Waterway. The contractor will be responsible for day‑to‑day operations, occupancy and revenue optimization, facility upkeep, fuel and retail services, tenant relations, regulatory compliance, environmental stewardship, safety and hurricane preparedness, capital‑improvement planning, and financial reporting. The role is both operational and strategic, requiring participation in a five‑year capital‑improvement plan and assistance with grant sourcing. The contract will be awarded after a competitive RFP process with a proposal deadline of 29 Oct 2026. • Manage daily marina functions: slip assignments, live‑aboard compliance, fuel dock, ship store, and customer service. • Oversee maintenance, preventive programs, and capital‑improvement planning for docks, utilities, buildings, and security systems. • Conduct marketing, occupancy drives, and revenue‑enhancing initiatives. • Provide monthly financial and operational reports, including occupancy, revenue, AR aging, and maintenance metrics. • Ensure compliance with City purchasing policies, GAAP, Florida public‑records law, and environmental regulations. • Develop and maintain hurricane/emergency response plans and coordinate with local public‑safety agencies. • Identify and pursue state, federal, and private grant opportunities to fund capital projects.
