Description

The City & Borough of Juneau (CBJ) is soliciting a qualified contractor to conduct annual pump‑performance testing on seven fire‑apparatus units owned by Capital City Fire Rescue. The contractor must verify pump capacity, flow, pressure, vacuum, and priming performance against NFPA standards and manufacturer specifications, document results, and report pass/fail status. CBJ will supply fire hoses, nozzles, manifolds, and basic testing gauges; the contractor must determine any additional equipment needed and provide it if CBJ cannot. Testing must be completed by 30 Nov 2026 (preferred) or, if necessary, between 1 Apr 2027 and 30 Jun 2027. The contract runs from award through 30 Jun 2027 with optional annual renewals up to 2031. • Test seven fire‑apparatus pumps (various Pierce and KME models, 1,500 GPM) at CBJ fire stations in Juneau, AK. • Perform pre‑test inspections, flow/pressure/vacuum/priming tests, and record all performance data. • Deliver a detailed written report for each unit, including pass/fail determination, deficiencies, and recommended corrective actions. • Provide any additional calibrated testing equipment not supplied by CBJ. • Coordinate scheduling to minimize impact on emergency response; be prepared for possible interruptions. • Comply with NFPA testing standards, manufacturer specs, Title 36 Davis‑Bacon wage rules, and CBJ insurance/bond requirements. • Submit a bid bond (≥5 % of total bid) and be ready to furnish performance and payment bonds as required.

Budget estimate

$50,000 – $150,000

The contract involves testing seven fire‑apparatus pumps, travel to Juneau, provision of any supplemental calibrated equipment, and delivery of detailed reports. Assuming an average labor rate of $150‑$200 per hour for specialized fire‑pump technicians, plus travel and equipment costs, the total effort could range from 250 to 800 labor hours. Adding travel, lodging, and equipment rentals brings the total contract value to roughly $50,000 at the low end (minimal travel, no extra equipment) up to $150,000 at the high end (extended travel, additional calibrated instruments, and higher labor rates). The bid bond requirement (5 % of total) also suggests a contract size in the $100k‑$200k range, reinforcing this estimate.
