Description
The Seattle Housing Authority is establishing a master on‑call agreement for land‑use legal services. The selected firm will act as SHA’s go‑to counsel for regulatory compliance, permitting, environmental reviews (NEPA/SEPA), zoning, real‑estate transactions, and related litigation across multiple multifamily and mixed‑use projects in Seattle. Work will be issued as individual task orders, each defining scope, schedule, and fees. The contract will be governed by SHA’s standard consultant agreement, with all deliverables owned by SHA and payment upon invoicing (30‑day terms). The solicitation emphasizes diversity, requiring an inclusion plan and compliance with HUD Section 3 and a 14 % WMBE participation goal.
• Provide legal research, opinions, and drafting for land‑use, zoning, NEPA/SEPA, and related environmental matters.
• Represent SHA at public hearings, permit meetings, and any litigation or administrative proceedings.
• Prepare and review contracts, purchase‑sale agreements, easements, boundary adjustments, and other real‑estate documentation.
• Offer ongoing advisory services on building performance standards, contamination, title, and due‑diligence reviews.
• Submit hourly‑rate schedules (or flat‑fee options) that remain valid for 90 days; rates will be applied to each work order.
