BEYOND Phase 2

The FAA is issuing a Screening Information Request (SIR) to select up to eight State, Local, Tribal, or Territorial (SLTT) entities for Other Transaction Agreements (OTAs) to participate in BEYOND Phase 2, a program focused on advancing UAS integration in four programmatic areas (infrastructure, scalability, safety, automation) and five operational challenges (public safety, controlled airspace, remote/rural infrastructure, on‑airport operations, cross‑border). Selected partners will develop and execute goals that generate data for FAA KPIs, request FAA authorizations (COAs, waivers), and demonstrate novel UAS operations. The effort runs from award (≈ Oct 2026) to 30 Sept 2028. No federal funding is provided; participants bear all costs. Proposals are due 3 PM ET 10 Sept 2026; questions due 1 PM ET 3 Sept 2026. Awards expected early Oct 2026. • OTA‑based collaboration (no traditional contract) with up to 8 SLTT partners • Focus on UAS/BVLOS safety, infrastructure, automation, scalability, and cross‑border ops • Mandatory SAM registration; no FAA funding – cost‑share model • Deliver Technical Submission Package (≤ 26 pages) outlining up to 4 goals, timelines, data‑sharing plans, and FAA support requests • Evaluation based on eligibility, confidence rating, and alignment with BEYOND objectives • Period of performance: award → 30 Sept 2028 (≈ 23 months)
