SCADA/Control Systems Integration (CSI) Master Services Agreement

The City of Warner Robins, Georgia is soliciting proposals from qualified firms to provide SCADA and Control Systems Integration maintenance, support, and capital improvement services for its water and wastewater utility systems. The selected firm will enter into a Master Services Agreement with the City, which will define the contractual framework, terms and conditions, qualification standards, service level expectations, and rate structures governing all work. The agreement will be structured on a task-order basis, allowing the City flexibility in scoping and authorizing individual projects over time. • The City's water system consists of seven groundwater water treatment plants, three remote/off-site wells, five elevated tanks and standpipes, and other facilities. • The City's wastewater system consists of two wastewater treatment facilities. • The selected firm will be expected to develop thorough familiarity with all components of the City's systems. • The firm will provide maintenance and technical support services for the City's SCADA/CSI systems on a year-round basis. • The firm will be required to respond rapidly to routine, urgent, and emergency service requests, including outside of normal business hours. • The firm will be required to provide scheduled maintenance services, including preventative maintenance site visits. • The firm will be required to provide unscheduled/emergency service, including temporary or interim measures to maintain system operations while a permanent repair is being arranged.
