RFQ Water & Wastewater SCADA System Upgrade

The City of Port Angeles is seeking qualified environmental/engineering consulting firms to develop a comprehensive SCADA Master Plan and provide ongoing engineering, design, and construction‑management support for the upgrade of its water and wastewater treatment facilities’ SCADA systems. The effort includes assessment of existing hardware/software, cybersecurity review, development of standardized architecture, a multi‑year Capital Improvement Program, and on‑call support for immediate issues. The contract will run from December 2026 through December 2029 and will be awarded after an evaluation of qualifications submitted by October 21 2026. • Develop a SCADA Master Plan (assessment, architecture, standards) • Produce a multi‑year Capital Improvement Program with cost estimates • Provide design, programming, integration, testing, and commissioning support • Offer on‑call/near‑term troubleshooting during planning phase • Deliver project management, QA/QC, stakeholder workshops, and training documentation • Scope covers both water and wastewater utilities, including hardware (PLC/HMI), software (WinCC), communications, and cybersecurity considerations.
