Statewide Support Service Provider / Co Navigator (SSP/CN) Program

The Ohio Department of Development’s Opportunities for Ohioans with Disabilities (OOD) is seeking a qualified contractor to either design or fully implement a statewide Support Service Provider / Co‑Navigator (SSP/CN) program for Deaf‑Blind Ohioans, funded by House Bill 730. Two options are offered: (1) a turnkey implementation, operations, and management of the program, including service delivery, workforce development, evaluation, and sustainability; or (2) a comprehensive design of the program model, covering training/recruitment plans for SSP/CNs and outreach strategies for Deaf‑Blind individuals. OOD will give priority to firms capable of delivering Option One, and a contract award for one option precludes award for the other. • Scope includes program infrastructure setup, staffing, training, outreach, evaluation, and long‑term sustainability planning. • Deliverables may be a fully operational service network (Option One) or a detailed program blueprint (Option Two). • The solicitation is posted on OhioBuys; responses must be submitted electronically by the deadline with any required preference certifications attached. • An optional Q&A session is scheduled for June 25, 2026 to clarify requirements.
