Description

This Program Opportunity Notice (PON) seeks concepts and proposals to improve the resilience of electric‑vehicle (EV) charging infrastructure within the South Coast Air Quality Management District. Funding (up to $30 million total) will cover up to 50 % of eligible project costs for on‑site distributed energy resources, battery storage, microgrids, solar PV, and ultra‑low‑emission backup generators. Eligible entities include EV charging site developers, owners, operators, and partnerships that can provide the required 50 % matching contribution. Submissions are due June 2 2026 via email to the contracts administrator. • Eligible projects: new public charging stations, retrofits of existing sites, fleet‑charging depots, and limited‑access essential‑service chargers. • Required resiliency technologies: on‑site DER (natural gas, RNG, H₂, LPG, ethanol, methanol, biogas), battery storage, microgrid/islanding, solar PV, redundant utility feeds. • Funding share: MSRC will fund up to 50 % of costs; applicants must match at least 50 % with cash, in‑kind, or other grant sources.

Budget estimate

$500,000 – $5,000,000

The program provides $30 million for multiple projects with no per‑project cap. Assuming typical EV‑charging‑site resiliency upgrades range from $1 million to $10 million in total project cost, and MSRC funds up to 50 %, the grant portion would be $500 k–$5 million per award. Including the applicant’s matching contribution, total contract value per project could reasonably fall between $1 million and $10 million, with the funded share (the portion the client could earn) estimated at $500 k–$5 million.
