Description

The State of North Dakota Department of Corrections and Rehabilitation is seeking a vendor to supply, install, integrate, and support three portable millimeter‑wave body‑scanner systems with metal‑detection capability for use at three correctional facilities. The solution must meet stringent privacy, safety, and cybersecurity requirements, fit within a 6 ft × 4 ft footprint, and integrate with the agency’s existing Windows‑based IT environment (Active Directory/Azure AD, STAGEnet network, Microsoft 365, etc.). The award will include hardware delivery, on‑site installation, training, ongoing maintenance, and a five‑year support/hosting option, with performance evaluated on technical merit (55 pts) and offeror background (15 pts). • Provide three portable body‑scanner systems (hardware + software) with metal‑detection, capable of processing ~500 persons per day. • Deliver full integration with the State’s IT standards, including AD/Azure AD authentication, data‑export, and compliance with FedRAMP/HITRUST/StateRAMP where applicable. • Supply installation, training, documentation, warranty (60 days), and optional five‑year maintenance/hosting, meeting defined SLA response times (1‑hour for high‑impact incidents).

Budget estimate

$500,000 – $2,000,000

Because the solicitation does not disclose a budget, a realistic estimate can be derived from market prices for portable millimeter‑wave body scanners (roughly $150k‑$300k each) plus installation, integration, training, and a five‑year support package. Adding labor, travel, and contingency, the total contract value likely falls between $500,000 and $2,000,000. The lower end assumes minimal support and standard pricing; the higher end reflects premium integration, extensive training, and extended maintenance/hosting.
