IT Services Bids and Bidding Guide
A tech services RFP buys the running of technology rather than the building of it: managed IT, help desk and end user support, systems integration, network and infrastructure work, and security monitoring. That distinction matters because these contracts are scored on service levels, coverage hours and the people you name in your staffing plan, not on a feature list. They are usually multi-year, they usually have an incumbent, and they reward vendors who can prove they will still answer the phone in year three.
What Does a Tech Services RFP Actually Buy?
It buys capacity, availability and accountability. An agency that issues one has usually decided it cannot staff a function internally, so it is contracting for a defined level of service over a defined term. The scope section describes the environment you would inherit, and the evaluation criteria describe what the buyer is worried about. Read both together: an unusually detailed transition section normally means the last transition went badly.
Because the buyer is purchasing ongoing performance, your proposal has to answer a question a product bid never faces: what happens when something breaks at 2 a.m. on a holiday weekend? Escalation paths, on-call rotations and backup staffing are scored content, not filler.
How Is It Different From a Software Development RFP?
The two categories overlap in the search results and almost nowhere else. A software development RFP turns on functional requirements, intellectual property terms and where the product is hosted. A tech services RFP turns on coverage, response times, named personnel and how cleanly you can take over from whoever holds the contract now. Bidding one as though it were the other is a common and expensive mistake.
The practical test is simple. If the deliverable is a system, it is a development bid. If the deliverable is a team and a promise about uptime, it is a services bid. If the scope contains both, find out which office is administering the contract, because that usually tells you which criteria will dominate the scoring.
What Are the Main Categories of Tech Services Contracts?
- Managed IT services — day-to-day operation of networks, servers, endpoints and backups for an agency with little or no internal IT department. Usually priced as a fixed monthly fee against a defined asset count.
- Help desk and end user support — tiered support with published ticket volumes, response and resolution targets, and stated hours of coverage. Ask for historical ticket data during the question period; the answer changes your price.
- Systems integration — connecting applications the agency already owns, building data exchanges, standing up middleware, or rolling out additional modules of an existing enterprise platform.
- Network and infrastructure — structured cabling, switching, wireless coverage, data center work and cloud migration. Scopes built around circuits, voice systems and site-to-site connectivity are usually competed as telecommunications contracts instead. These often carry prevailing wage, bonding or licensed-trade requirements that pure software bids do not.
- Cybersecurity services — continuous monitoring, incident response retainers, vulnerability scanning and penetration testing. Expect background check and clearance language in the staffing section.
- Hardware lifecycle support — procurement, imaging, deployment, refresh cycles and secure disposal, frequently bundled into a managed services award rather than bid separately.
Where Are Tech Services RFPs Posted?
Federal opportunities are posted on SAM.gov, though a large share of federal IT services work is competed as task orders among holders of an existing vehicle rather than in the open. GSA's IT Professional Services SIN 54151S covers network services, systems analysis and integration, programming and implementation support, and is available to federal, state, local and tribal buyers.
Everything below the federal level is scattered. Each state runs its own procurement portal, and counties, cities, school districts, transit authorities and special districts post on their own pages or through a shared regional portal. A vendor covering three states by hand is realistically checking dozens of sites a week, which is where most opportunities get missed.
Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to IT and technology services and narrow by agency, state or NAICS code, then save the search so new matches arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.
How Do Buyers Score Service Levels and Staffing?
Service level commitments are the contract's teeth, and evaluators know it. Treat every number in this section as something you will be held to for the full term, including option years.
- Response and resolution targets — usually split by severity tier. A 15-minute severity-one response commitment costs several times what a four-hour commitment costs to staff.
- Coverage hours — business hours, extended hours or 24/7. Check whether the agency's own holiday calendar counts as covered time, because that detail is often buried in an attachment.
- Key personnel — named roles with resumes, certifications and minimum experience. Many contracts restrict substitutions after award, so do not name someone you cannot commit.
- Transition in and out — a dated plan for taking over from the incumbent, and a commitment to hand off cleanly at the end. A specific, week-by-week transition plan is one of the cheapest ways to gain points.
- Performance credits — the amount deducted from your invoice when a target is missed. Price this as a real risk rather than assuming it never triggers.
- Reporting cadence — monthly dashboards, quarterly reviews and annual audits all consume staff time that belongs in your cost model.
What Should You Check Before You Bid?
Start with the incumbent. Nearly every tech services contract has one, and looking at how the previous solicitation was awarded tells you the price the agency is used to paying, the term it prefers and whether the requirements were rewritten after a difficult contract. If the scope reads like a list of complaints, the incumbent is beatable.
- Pricing model — fixed monthly, per device, per seat, per ticket, or hourly labor categories for out-of-scope work. Mixing them incorrectly on the cost form gets bids rejected.
- Mandatory pre-bid meetings and site visits — for infrastructure work these are frequently required, and missing one disqualifies you no matter how good the proposal is.
- Insurance, bonding and background checks — cyber liability limits, performance bonds and staff screening requirements all take lead time to obtain. Confirm you can meet them before you invest in writing.
- Set-aside status — small business, service-disabled veteran-owned, HUBZone or state-level diverse supplier requirements can either open the field or close it to you entirely.
- The written-question deadline — diarize it the day you download the documents. It is your only route to getting ticket volumes, asset counts and unworkable service levels clarified on the record.
How Do You Build a Repeatable Tech Services Bid?
Most of a tech services response is the same from bid to bid: your service delivery methodology, escalation model, tooling, security practices, certifications and past performance. Write those once, keep them current, and use a response checklist across multiple bids so the only new work on each opportunity is the transition plan, the staffing table and the price.
Then fix your search before you fix your writing. Agencies label this work inconsistently, so a search that only looks for "managed IT services" will miss solicitations filed as technical support, network maintenance or information technology staffing. Building a broader set of search terms surfaces more of what you can actually win.
One category to keep separate: if the solicitation asks for hourly resources by labor category rather than a managed outcome, it is a staff augmentation solicitation. Those are scored on rates and resumes rather than on service levels, and they need a different cost model and a different proposal.
FAQs
What is a tech services RFP?
A tech services RFP is a solicitation for ongoing technology operations rather than a one-time product. Typical scopes include managed IT, help desk and end user support, systems integration, network and infrastructure work, and cybersecurity monitoring. The buyer is purchasing capacity and service levels over a multi-year term, and scores staffing plans as heavily as price.
How is a tech services RFP different from a software development RFP?
A software development RFP buys a system that gets built or licensed, so it turns on requirements, code ownership and hosting. A tech services RFP buys the running of technology you did not necessarily build, so it turns on service levels, coverage hours, named staff and transition planning. Many agencies issue both, separately.
What service levels do public IT services contracts usually require?
Many require response and resolution times defined by severity tier, stated coverage hours, and regular performance reporting. Higher-value contracts add performance credits that reduce your invoice when targets are missed. Read these before pricing, because a 24/7 severity-one response commitment costs far more to staff than business-hours coverage.
How do agencies price managed IT contracts?
Common structures are a fixed monthly fee for a defined environment, a per-device or per-seat rate, a per-ticket rate for help desk work, or hourly labor categories for project work outside the base scope. Many contracts combine several. Confirm which model the RFP requires before you build a cost sheet.
Where are tech services RFPs posted?
Federal opportunities appear on SAM.gov, and federal task orders are often competed among schedule holders through GSA eBuy. State, county, city and school district work is spread across hundreds of separate portals. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily, so you can filter to IT categories.
How much does Bid Banana cost?
Bid Banana is $49.99 a month or $479.99 a year, and every plan starts with a 7-day free trial. That covers search across 1.6M+ bids and awards from 4,000+ agencies in all 50 states, filters by agency, state and NAICS code, and saved searches that email new matches in one email digest, daily or weekly, at the hour you pick.
How are public information technology and software development contracts usually awarded?
Systems and services are usually awarded through proposals scored on technical approach, fit and cost; hardware and licenses are often bought on price or through existing state and cooperative contracts.
How many information technology and software development bids close this week?
